These programmes reveal that the incidence of poverty in high income Western countries can be reduced through income transfers and subsidies whether directed through social assistance cash transfers, social allowances, mandates or wage subsidies. In this regard, it is unfortunate that a number of countries continue to use social assistance in a limited, meagre and stigmatizing way. As was noted earlier, in the United States, the social assistance programme for lone mothers with children known as Aid to Families with Dependent Children (AFDC) has been replaced with the coercive Temporary Assistance for Needy Families (TANF) programme supposedly to end welfare dependency, facilitate employment and raise incomes.
