This positioning of children as knowledgeable agents has led I n t e r n at i o n a l r e c o g n i t i o n o f c h i l d r e n ’ s r i g h t s 19 to an increase in research and consultation aimed at understanding the perspectives of children. However, while the importance of children’s rights cannot be underestimated, it is also necessary to critically examine the concept so as to ‘unpick’ a discourse that is often used in both a national and international context but not always reflected upon.

Childhood and the discourse of children’s rights, therefore, becomes an important arena for the transmission of these ideas about what it is to be a democratic citizen (Stephens, 1995; Skelton, 2007), and offers an opportunity in which children can practise the application and understanding of their rights, including participation rights, so that they will become the ‘right’ type of democratic citizen who is actively involved in decision-making. These Western ‘truths’ about what it is to be human and understandings of what ‘rights’ are, are then exported to non-Western majority world countries which do not necessarily recognize children as having individual rights outside of their kin, clan or community group (Aitken, 2001; Pupavac, 2001; Burr, 2004).
