Also in most European (and other) countries, educational systems seem resistant to fundamental reforms and force their student populations to follow calibrated paths. In formal education, pupils can only navigate within fixed curricula. Since the Lisbon Summit of 2000, when the European Commission launched educational and labour market policies designed to make Europe ‘the most competitive continent in the world’, pressure has mounted to produce more educated young Europeans (see EC 2001).
